Inappropriate uses of NRDD data
It is important to understand NRDD's intended purpose and limitations. Misuse or misinterpretation of NRDD data may have unintended consequences for NOAA.
NRDD data is limited by incomplete data entry and participation across NOAA. NRDD went live in 2017. As a relatively new system, NRDD is still in the process of being socialized across NOAA, and participation by line offices varies widely. Furthermore, in the first data call, only a subset of data fields were mandatory. The 2018 data call expanded the data request to include all fields, but compliance was limited. New fields have since been and will continue to be added, as needed (a full list of fields and when they were added to the database can be found here). It is expected to take 3-4 years for NRDD to reach full compliance and be considered a reliable data source.
NRDD does not represent an organization's full portfolio. NRDD contains research and development (R&D) projects only. Therefore, any activities being funded or conducted by NOAA that do not fall under R&D will not be entered in NRDD: this includes observing/monitoring systems (or other data-generating systems) that are in operations, administrative or other support activities, etc. Furthermore, because the primary NOAA funder is responsible for the entry of project data into NRDD, if an organization is partnering on a project that has not been entered by the primary funder, this activity would not be accounted for in NRDD.
NRDD projects are not meant to be a standard unit of measure. An R&D Project, as defined by NRDD, must have 1) a defined timeline, objective, and final deliverable; 2) a single active Readiness Level; and 3) designated NOAA monies or resources (ex. vessel time or salaries). However, there are no criteria related to the size nor cost of a project. For that reason, comparing portfolios in terms of number of projects can be misleading, as projects may vary widely in size, resource allocation, and level of effort.
NRDD is not a budget tracking tool. While NRDD collects some resource information (including annual project cost, supporting internal and external grants, and more), these numbers are estimatesand are not meant to track nor justify budget allotted to NOAA organizations. Resource information, rather, is meant to provide context to estimate the size of and general investment in a given R&D project.
